    Introduction

The UK individual annuity market recorded its strongest year in more than a decade in 2025, with total premiums paid into individual pension annuities reaching £7.4 billion, according to data from the Association of British Insurers. This represents a 4% increase year-on-year and the highest annual figure since pension freedoms were introduced in 2014, when defined contribution savers gained the right to draw down pension pots flexibly rather than being required to purchase an annuity.

Against this backdrop, Legal & General has released a downloadable annuity quote checklist and accompanying guide aimed at savers aged 55 and over, alongside its existing Annuity Ready comparison service. The initiative reflects a broader regulatory and commercial dynamic in the UK retirement income sector, where providers are under increasing pressure to demonstrate that customers are directed toward suitable products rather than defaulting to their existing pension provider at the point of purchase.

The development affects UK retirees approaching decumulation, defined contribution pension holders assessing retirement income options, and insurers competing for market share in a segment that has expanded substantially since 2014.

What Is Driving The Annuity Market Recovery

An annuity is a financial product that converts a pension pot into a guaranteed income for life or a fixed term, purchased as a lump-sum premium in exchange for regular payments from an insurer. Industry data suggests that higher interest rates have improved annuity pricing relative to the low-rate environment of the previous decade, since annuity rates are closely linked to prevailing bond yields. An ageing population with significant defined contribution pension assets entering the decumulation phase has also contributed to rising demand.

The £7.4 billion figure for 2025 marks the highest annual premium volume since pension freedoms were introduced, indicating a structural recovery in a market that saw demand decline sharply after 2015, when savers were no longer required to annuitise their pensions.

    L&G’s checklist and quote process
Legal & General’s checklist prompts prospective annuitants to assemble pension pot details, relevant medical history, and product preferences before requesting a quote. According to the company, a completed quote can be generated online in approximately 15 minutes. The firm has also promoted its Annuity Ready comparison service, which it describes as a tool for checking whether its rates are competitive against the broader market.

    Market competition and product innovation
Several providers, including Aviva, Canada Life, and Just Group, compete in the same segment. Industry reports indicate ongoing product innovation around enhanced annuities, which account for qualifying medical conditions and can deliver meaningfully higher income to eligible purchasers than standard annuity products.

Regulatory context: Consumer Duty and switching behaviour
The UK Financial Conduct Authority’s Retirement Income Review and its Consumer Duty framework require providers to demonstrate that customers are directed toward genuinely suitable retirement products. Reports indicate that a significant proportion of retirees do not switch provider at the point of annuity purchase, a pattern regulators have identified as a longstanding concern given the potential income difference over the course of retirement. L&G’s checklist and comparison tool can be read partly as a response to this regulatory emphasis on encouraging customers to shop around.

    Costs, Impact, And Commercial Implications

L&G’s retail annuity sales reached £1.8 billion in its most recent financial year, according to the group’s own disclosures, positioning it among the larger participants in the UK annuity market. The company also published research conducted with the Happiness Research Institute, a Danish wellbeing think tank, based on a survey of 3,000 UK retirees. The study found that annuity holders were more likely to report lower stress levels, cited by 51% of respondents, and higher financial confidence, cited by 24%, compared with 21% among retirees without guaranteed income products. Around a quarter of annuity holders surveyed identified guaranteed lifetime income as their primary motivation for purchasing the product, while 16% cited easier budgeting and 13% cited greater financial control.

Mike Batty, managing director for home finance and product and strategy director for retail retirement at L&G, said the company aims to demonstrate how an annuity can form the secure foundation of a flexible, blended retirement plan, allowing other investments to cover discretionary spending.

    Risks And Limitations

The wellbeing survey findings are based on self-reported data from annuity holders and do not establish a causal relationship between annuity ownership and financial confidence or stress levels; other factors correlated with annuity purchase, such as overall pension pot size, may also influence these outcomes. The research was commissioned by L&G, a market participant with a commercial interest in annuity sales, which is a relevant consideration when assessing the findings.

It also remains unclear whether comparison tools such as Annuity Ready primarily direct customers toward genuine market-wide switching or reinforce existing sales for the provider offering the tool. Neither inbound quote volumes nor switching activity resulting from the checklist are likely to be disclosed publicly, limiting external verification of the initiative’s effect on consumer outcomes.

    Future Outlook

Industry data suggests the annuity segment will remain commercially significant over the coming years, supported by continued decumulation among defined contribution pension holders and an interest rate environment more favourable to annuity pricing than the previous decade. Regulatory focus on Consumer Duty and retirement income suitability is expected to continue shaping how providers present comparison information and guidance to prospective annuitants, though the extent to which this translates into higher market-wide switching rates remains to be observed.

    Conclusion

The UK individual annuity market reached £7.4 billion in premiums in 2025, its strongest year since pension freedoms were introduced in 2014, driven by higher interest rates and an ageing population entering decumulation. Legal & General’s new checklist and comparison tool reflect both competitive positioning and regulatory pressure under the FCA’s Consumer Duty framework to help customers assess whether they are receiving suitable, competitively priced annuity products.
